Carlos Ortiz is a former research fellow at the Centre for Global Political Economy at the University of Sussex in the United Kingdom, where previously he was awarded a PhD in International Relations. Since the mid-nineties he has conducted extensive research into the history and organization of Private Military Companies, as well as the public management strategies and regulations involving their use. He has published various articles and lectured in these areas. His work has also been oriented towards the dissemination of scholarly resources on security-contracting worldwide.
